The International Federation of Red Cross and Red Crescent Societies summed up the results of its activities in Russia and the CIS in 2013.

One of the most dramatic humanitarian events in the past year was massive flood in a number of regions Far East, covering the Amur region, Khabarovsk region and the Jewish Autonomous Region.

At the same time, he said, it is important for people to understand that help must be needed, so attempts to collect and send used clothing or other items with expiring dates to the disaster zone do not stand up to criticism.
“The most important of our principles, which our international KK and KP movement adheres to throughout the world, is that assistance should not cause conflict among the population and, most importantly, not humiliate human dignity. Therefore, I think that now that the population understands the importance of providing assistance, our common task is to create a culture of donations,” emphasizes the head of the regional office of the IFRC in Russia.

Speaking about the prospects for activities in 2014, a representative of the International Red Cross notes that one of the global initiatives is the introduction of the Russian language as the fifth working language of the IFRC, along with English, French, Spanish and Arabic. An important priority in 2014 remains cooperation with the Russian Ministry of Emergency Situations, the Ministry of Health, as well as on such important platforms as the CIS Interparliamentary Assembly, interaction with the Collective Security Treaty Organization (CSTO) in matters of improving the efficiency of response to disasters and emergencies in the CIS and legal regulation international humanitarian assistance.

Before completing his mission in Russia, Davron Mansurovich told Sputnik Tajikistan about the most interesting and significant events of his life.

Student years and meeting with Gorbachev

Davron Mukhamadiev was born in Dushanbe into a family of teachers. His mother was in charge of a kindergarten, and his father worked as Deputy Minister of Education of the Tajik USSR. According to him, his mother, who always dreamed of medical education, decided to make her dream come true with her children. Five of the six children in the Mukhamadiev family became doctors.

In 1986, Davron entered the Tajik Medical Institute named after Abuali ibni Sino at the pediatric faculty of the department of forensic medicine.

“At that time, an active public position was encouraged. It was not welcomed when a student simply studied and did nothing else. Naturally, the organization where one could express oneself was the Komsomol,” he recalls.

Davron started as a Komsomol group member, in the first year he became a member of the faculty Komsomol committee, in the third year he rose to the position of secretary of the faculty Komsomol committee.

“For this position they paid 70 rubles plus a stipend of 50 rubles. In addition, it was welcomed if the student worked part-time in a medical institution. The most difficult, but very romantic part of the work was ambulance. Since my second year, I worked in an ambulance 10 night shifts a month,” said the doctor.

In addition, Mukhamadiev became the founder and first president of the Association of Students and Young Medical Professionals of Tajikistan.

Nevertheless, he was not an excellent student; by the 5th year he already had 2 extra B’s in his record book, which did not allow him to receive a honors diploma. With such results, they were not accepted into graduate school at that time, but Vice-Rector for Science Minkhodzh Gulyamov - at that time a legendary figure: academician, corresponding member of the Soviet Medical Academy of Sciences and chief psychiatrist of the Ministry of Health of Tajikistan - promised to help the student enroll and kept his word -

invited Mukhamadiev to his department to write his dissertation.

“Self-immolation was widespread in Tajikistan at that time. Women doused themselves with kerosene and set themselves on fire. The problem was not studied; under the Soviet regime, the data was classified. And so I spent the entire 6th year in the burn center, collecting material,” said Davron.

In 1989, Mukhamadiev was sent to Moscow to attend the All-Union Student Forum. At the Youth Palace in front of best students USSR Chairman of the Supreme Soviet of the USSR Mikhail Gorbachev spoke.

“Gorbachev came up to us and asked where we were from. Hearing that we were from Tajikistan, he said: help the leadership of the republic pick cotton. "Volga" and the Red Crescent

“It’s a shame, of course, but then there was no time for celebrations. We were given diplomas and sent home,” he recalled.

In such a turbulent time, fate pushed young specialist with the Red Crescent organization.

In 1992, a crowd of internally displaced persons from the Khatlon region gathered at the residence of the President of Tajikistan, where the first armed clashes broke out. People demanded that the Tatarstan authorities find shelter for them. The chairman of the organization instructed the young Mukhamadiev to pacify the angry crowd.

He arrived at the building in a blue Volga, the car of the head of the Communist Party, and at first tried to talk with the refugees, but hungry and tired people looked at him with distrust, and then attacked him with questions and demands. Realizing that actions, not words, were needed, Mukhamadiev jumped into the Volga and drove out of the city. To his surprise, this motley crowd followed him in trucks and tractor trailers.

“So we rode like a train to the nearest sanatorium, where I told the management in a firm voice: it’s an order from the authorities of Tajikistan to accommodate the refugees! I turned around and left,” says Davron Mansurovich.

Civil War

According to him, the most terrible events in Tajikistan occurred in 1992.

“Everything around was collapsing and being destroyed. Everyone understood that the system was breaking down, no one thought that there would be such consequences,” he says.

In the fall of 1992, civilians fled from the horrors of war across the Pyanj River. They lost count of how many children drowned. For six months people lived literally on bare ground: on the one hand there was a civil war, on the other - fighting in Afghanistan. Due to outbreaks of infections, 20-30 children had to be buried every day.

So a year passed. In 1993, the situation in the Republic of Tatarstan stabilized a little, universities reopened, Mukhamadiev decided to continue his studies.

In 1994, all military structures were just being created, he was offered to work as a forensic military expert, to create a forensic medical examination of the military prosecutor's office. I often had to travel to the combat zone.

Minister of Health of Russia and degree

At that moment, the chairman of the Red Crescent of the Republic of Tatarstan was replaced. Former minister Health in 1996 invited 25-year-old Mukhamadiev to the position of his deputy. At the same time, Minhoj Gulyamov and the rector of the Tajik Medical University, Yusuf Iskhaki, were shot in a car in Dushanbe.
Because of what happened, Mukhamadiev decided to change his field of activity and join the Red Crescent. He worked there until 2005.

"Everything became unclear with the dissertation. The only thing I knew was that Gulyamov scientific activity taught in Moscow at the Serbsky Institute,” he recalls.

While passing through Moscow, Mukhamadiev decided at random to stop by the Serbsky Institute. To his surprise, the name of the vice-rector opened doors for him. Tatyana Dmitrieva, then the director of the institute and the Minister of Health of Russia, became interested in him.

So he became “his graduate student” for free. In 1998 he defended his candidate's thesis, and in 2003, at the age of 32, he defended his doctorate.

“In the late 1990s, there was a process of returning to Tajikistan tens of thousands of citizens who fled during civil war to Afghanistan. I decided to write about the rehabilitation of refugees because I traveled to the border areas every day and received them. Dmitrieva herself was appointed scientific director,” he recalls, sorting through postcards from her.

In 2005, according to the results scientific research Mukhamadiev was awarded state prize in the field of science and technology named after Ismoili Somoni for young scientists of Tajikistan.

"The development of a person does not depend on him alone. So much wonderful people took part in my development, without them, of course, nothing would have happened,” he says, looking back.

Sudan: field conditions and 39 pregnant women

In 2005-2006, fate sent Mukhamadiev to Sudan to manage medical assistance programs for refugees of the armed conflict.

“It was amazing that people could survive in any situation and get used to everything,” he recalls.

There were 5 refugee camps in Sudan. People lived on practically bare land, the water was 1.5 kilometers from the camp. Among them were 39 pregnant women.

“I visited each of them daily. Of course, it was impossible to communicate directly. I sat outside the tent and through the curtain, with the help of three translators, asked how the woman was feeling. First, my words were translated from English into Arabic, and then into the language of the local tribe,” said the doctor .

According to the diet, a pregnant woman was supposed to eat at least 1 boiled egg per day. After some time, Mukhamadiev found out that in local culture pregnant women are forbidden to eat eggs.

“Apparently, they lied to me out of respect. I had to urgently exchange eggs for beans,” he laughs.

As a result, the mission ended successfully, all 39 women gave birth to healthy children.

About migrants and problems

In his work, Mukhamadiev often has to solve the problems of migrant workers. He admits that sometimes he is embarrassed by the behavior of his fellow countrymen from Central Asian countries.

“You’re about to leave, there’s no need to come to your grandfather’s village. The older generation still associates Russia with the Soviet country, so they go as if they were going to their home, but I don’t understand why young people do this. A fellow villager said: you’ll go to market, if you find someone, he will accommodate you. Why doesn’t the question arise: what to do if you don’t find him? This is how migrants fall into the hands of criminal gangs who take away their documents,” Mukhamadiev complains.

According to him, often migrants from Central Asia deported over a trifle. For example, they didn’t register or lost their passport.

“Is it really so difficult to register? They lower their heads and remain silent. If you don’t have a passport, make a photocopy and put it in your bag. People lack basic responsibility,” he adds.

The Red Cross believes that there should be “two-way traffic” on this issue. On the one hand, migrants should not hope for chance, on the other hand, the authorities must act honestly within the framework of the law.

“For example, when the Ministry of Internal Affairs says that the crime of foreigners in Moscow has increased by 55%, all the media write so. But it actually increased from 5 to 5.5%. You need to be objective,” he explains.

Doctors

Most often, migrants seek help from the Red Cross for medical issues. Many people complain that the ambulance asks about nationality and citizenship. Mukhamadiev is indignant, because this is not the FMS to check documents. The doctor is obliged to provide assistance to everyone.

Migrants not only from Moscow, but also from other Russian cities already know about Davron Mukhamadiev’s help. Tajiks, Uzbeks and Kyrgyz turn to him.

He urges people not to hush up cases when patients are asked to pay money for treatment or to call an ambulance, but to say that they are under the protection of the Red Cross and contact the organization or even personally call him on the phone or write letters.

These meetings will make it possible to develop mechanisms that encourage migrant workers to undergo appropriate examinations and thereby contribute to improving the diagnosis and prevention of the disease in society as a whole.

The first seminar within the framework of the new joint project was held in Moscow on June 17-18 and was dedicated to training consultants who are expected to be involved in conducting a sociological survey among migrants.

A crisis situation is a huge event that goes beyond the ordinary and is very dangerous for those involved in this situation, causing a feeling of defenselessness, fear and horror. The Red Cross and Red Crescent Societies protect people facing just such situations.

Davron Mukhamadiev gave classifications of emergency situations, highlighting natural and man-made among them. Social incidents include violence, conflict, terrorism, migration, border violations, poverty, and drug addiction. For victims, progress is disrupted ordinary life, a person loses everything. A crisis situation is accompanied by chaos and stress. This leads to panic and complete confusion. “People don't know what to do. An emergency is a great sudden misfortune and a terrible catastrophe that brings great unrest,” the expert added.

Usually people are not prepared for such situations, either physically or mentally. The poor suffer the most because they are the most vulnerable. “Immediate action is needed here. But who should help people? – the speaker addressed the students. For this purpose, special international organizations have been created that have the appropriate resources and powers. Such issues are dealt with by NATO, military peacekeepers, non-governmental organizations, the UN and others. However, they all operate to different standards. Organizations must be impartial. For example, they can evaluate which side is complicating the situation, but do not accept either side. The safety of staff and volunteers is important; while helping, they also often become victims.

Among the challenges modern world– an increase in the number of natural disasters, accelerated urbanization, climate change, increased poverty, refugee movements, migration, violence and others. The behavior of countries during conflicts is regulated by the 4th Geneva Convention.
