Now the "explosive wave" has reached the valiant servants of the Moscow government ... Pyotr Pavlovich is a serious, educated person: from 1972 to 1979 he studied at the Kursk Pedagogical Institute as a teacher of mathematics; From 1980 to 1986 he studied at the Faculty of Industrial and Civil Engineering of the Kursk Polytechnic Institute, majoring in civil engineering. In 2000, with hard and overwork, he earned a doctorate degree economic sciences, presenting to the amazed scientific community of the State University of Management (GOUVPO SUM) a dissertation on the topic "Organization of project management for the development and functioning of the city's housing and communal complex." The topic, however, is incomprehensible to a simple layman, but quite consonant with official duties ... And everything would be fine, but ... It was at the time when Mr. Biryukov defended his dissertation that, by a happy coincidence, he received a salary in this very GOUVPO GUU . It would be surprising if he did not defend himself at the same time! But the dissertation itself is beyond praise! This is a weighty scientific work, which for some reason was not at all appreciated by independent experts from the Russian State Library (RSL). In their own words, they testify that "this thesis has no scientific value, is an outright imitation of science and is a typical fictitious demonstration product, which, moreover, contains pronounced plagiarism. It is surprising that this work was defended and defended in the Academic Council of the State University of Management, which, in our opinion, necessitates a frontal check of dissertations defended there. The presented work contains incorrect borrowings (plagiarism) that are unacceptable in terms of volume and nature and cannot be considered original in relation to the collection of abstracts and dissertations of the RSL."

Case of Universstroylux

Everything that you read above is innocent fun compared to other business interests of the Biryukov family. Of greatest interest is the company playing leading role in the family business of the vice-mayor of Moscow - Universstroylux LLC (they did not think about the brand for a long time).

Until recently, its owner and general director was the younger brother of the vice-mayor for housing and communal services - Alexei Pavlovich Biryukov.

It was this company that won the competition for the restoration of the palace of Alexei Mikhailovich, because of which Luzhkov was so angry in 2009. In addition to the story with the "extra" 200 million, Biryukov Jr.'s company distinguished itself in other stories. After a man died at their construction site, investigators began to check the company's documents and found that Universstroylux received money under a government contract for the demolition of non-existent buildings. Although Aleksey Pavlovich himself, in an interview five years ago, proudly declared that his company delivers objects "quickly, efficiently, and on time," and in every possible way praised his successes in the field of business and serving the state.

Violated government contracts and dubious bankruptcy

The amounts paid by the city budget (through government departments and district GKU) to Universstroylux are impressive. The account goes to hundreds of millions of rubles.

Such amazing government generosity did not always lead to positive result. For example, a multi-million dollar government contract for the construction kindergarten was terminated, and the company's obligations under it were not fulfilled.

Meanwhile, the revenue of Biryukov's company in 2009 amounted to almost 7 billion rubles, and net profit - only 35.6 million rubles. Surprisingly, even with such a serious administrative resource, the company suddenly got into debt. Already in 2011, bankruptcy proceedings were opened against Universstroylux, which allowed the company to refuse to fulfill all obligations.

Let's be clear: "deliberate bankruptcy" is a very popular tool. The company, seeing that it cannot pay off its debts and wanting to get away from their repayment, begins to prepare for bankruptcy in advance. Assets and rights of claim are transferred to controlled legal entities, fictitious contracts are concluded. Then these entities controlled by the debtor make fictitious claims against the debtor, "interrupting" the real debts of the company. As a result, real debt is diluted by fictitious debt, the company goes bankrupt, the money from the sale of assets goes to its owners, and real creditors are left with nothing.

One of the signs of deliberate and fictitious bankruptcy is a sharp deterioration in two or more financial ratios:

Looking at the financial balance, we see the same deterioration in performance before bankruptcy - Biryukov's company suddenly turned from profit to losses of hundreds of millions.

The company was threatened with liquidation and sale of property, but a miracle happened - in 2014, the Bank of Moscow and Sberbank assigned their rights of claim to Biryukov's company to two other organizations - CJSC Monolith and Glavremontstroy (remember these companies, we will back).

As a result, the new creditors managed to push through the settlement agreement by "majority votes", the bankruptcy was suspended, and Biryukov's company received a deferred payment. Other companies, including Surgutneftegazbank, were punched in the nose - they could not return their money.

However, Biryukov and his Universstroylux continued to ignore their obligations, and in 2014 the bankruptcy procedure resumed.

State without the right to forfeit

And here the strangeness begins. The requirements of Universstroylux for an unfulfilled contract in the amount of 317 million rubles were tried to be presented by the Capital Construction Department of Moscow. In addition, it turned out that Biryukov's brother's company failed in its obligations under the state contract, according to which it undertook to lay engineering communications. Nothing has been done for three years. (What did Biryukov Sr. say in his interview? "Quickly, efficiently and on time"?)

On this basis, the metropolitan department issued Biryukov Jr. a penalty in the amount of 317 million - for three years of delay under a state contract.

What did the court do in response to the legal demand? He wrote that the penalty was very high and reduced it ... 17 times!

To make it clear: the reduction of the penalty below the rate of the Central Bank of the Russian Federation is allowed in extraordinary cases. Biryukov was very lucky, an "extraordinary event" occurred and the court gave the vice-mayor's brother 300 million rubles from the Moscow budget.

The bankruptcy of Universstroylux, which received gigantic funds from the city budget and did not perform work on them, is controlled by two companies - ZAO Monolit and Glavremontstroy, which we mentioned.

Who is behind them?

IN this moment"Monolith" is registered to two persons, names and surnames will not tell you anything. According to the registry, over 150 companies are registered to these two lucky ones - more than clear sign registration for nominees cannot be invented.

And if you dig a little deeper and ask who used to be the owner and CEO of both companies, then a certain citizen Malova will appear before us.

All the same Malova suddenly turns out to be the founder of the USL Mechanization company.

This firm is also connected with the brother of the vice-mayor of Moscow. The USL in the name is the abbreviation "UniversStroyLux" (the name was again invented for a short time).

To eliminate all doubts, earlier the founder of this company was Anzhelika Biryukova, the niece of the vice-mayor. And the liquidator of the company is ... another bearer of the glorious family of city beautifiers - N.V. Biryukova.

The real beneficiary of all these firms with ringing names, with the help of which the mega-contractor of the mayor's office goes bankrupt, is the brother of the deputy mayor of Moscow, Alexei Biryukov. The family of a high-ranking official failed to hide this fact behind extremely suspicious schemes.

One should recognize the indisputable talent of Alexei Pavlovich Biryukov not only in bankruptcy cases. Mastering a non-performing loan of half a billion rubles of state money is not given to everyone.

  • Companies with revenues of hundreds of millions of rubles, which are controlled by relatives of Petr Biryukov, could be involved in a conflict of interest with the vice-mayor himself. They provided the city with services in the official authority of an official, while winning government contracts without lowering the price and competition.
  • The company of the deputy mayor's brother, Alexei Biryukov, Universstroylux, committed a gross violation of its obligations to the city, but was exempted from liability by the court under suspicious circumstances of a debtor-controlled bankruptcy.
  • The bankruptcy of Biryukov's "Universstroylux" has all the signs of a fictitious one - claims against the debtor for hundreds of millions are put forward by firms associated with the same brother of the vice-mayor.
  • Direct relative of the deputy metropolitan mayor violated its obligations under the loan agreement, as a result of which the Bank of Moscow (and, accordingly, the budget) suffered damage of half a billion rubles.

Petr Biryukov was born 66 years ago in the village of Stary Buzets Kursk region. The name of the native village is the best way to characterize the activities of an experienced manager.

Biryukov's early biography is unremarkable - school, army, institute, work.

Biryukov received specialized education later, only in 1986, and he decided to study not in Moscow, but in his almost native Kursk, at the Polytechnic. It is not known for certain what position he held at the time of receiving his diploma, but in no way less than the head of the department of the trust. In the same memorable year, a criminal case was opened against him - a promising builder was suspected of banal theft of building materials (the article “Official forgery”). However, someone helped to slow everything down: it was decided to release the cunning man from criminal prosecution and limit himself to “public influence” at the place of work. The public impact was another promotion.

As for education, Petr Pavlovich improved his qualifications already in Moscow, at the University of Management, where he lectured at the same time. There he defended his doctoral dissertation. And Biryukov liked this defense so much that six years later Irina Petrovna Biryukova(daughter) defended her PhD there, two years later Alexander Petrovich(son) - doctoral (moreover, the topics of the works of the father and son practically coincide). Well, the cousin of Pyotr Pavlovich, who later headed the council of the Lyublino district, graduated from the same university.

And success came along with the beginning of economic transformations in the USSR. Biryukov became one of the few high-ranking city officials who managed to survive the change of mayor in their chair: Sergei Sobyanin got rid of all the loyal Yuri Luzhkov subordinates. However, Biryukov loves his family not for show, but in deep silence. He never appeared in public with relatives, and he calls all the Biryukovs involved in city contracts namesakes. But the City Hall contractors are too reminiscent of his relatives, and specifically his wife, brother and daughter. We already wrote about this in, but too much money goes to these namesakes (the daughter of Pyotr Pavlovich, however, finally guessed to change her last name to Shevchuk).

For comparison, according to official declarations, in recent years, Petr Biryukov himself earned 5–7 million rubles each. per year, his wife - 13.8 million each with very small fluctuations, a rare constancy. But even with such income to invest 74 million rubles. in one enterprise is very difficult. Unless you are sure of quick and huge incomes. And indeed, the capital's State Budgetary Institution "Automobile Roads" immediately fell in love with "Venta" and only in 2013–14. concluded with her contracts worth more than 200 million rubles.

In 2005 (according to other sources - in 2009) she distinguished herself by a controversial victory in the competition for the restoration of the palace of Tsar Alexei Mikhailovich (XVII century) in Kolomenskoye. A little later, Pyotr Biryukov spoke proudly about the restoration of 62 architectural monuments in neighboring Tsaritsyn; it turned out that there were only 22 monuments in the park. The rest of the objects are, for example, modern public toilet, which was decorated in pseudo-Russian style. But restoration costs many times more than repairs ... By the way, in those years, Irina Petrovna Biryukova was also among the employees of Universstroylux. Subsequently, this company was caught demolishing non-existent objects for city money. And the financial statements were impressive: with a revenue of 7 billion, profit in 2009 amounted to only 35.6 million rubles, half a percent of revenue. They left nothing for themselves, everything for their native city!

In 2011-14, this strange company went through bankruptcy proceedings, and the Bank of Moscow and Sberbank agreed to cede their claims to it to two very interesting and few people well-known organizations who turned out to be surprisingly loyal to the bankrupt.

The daughter of the aforementioned Alexei Biryukov, wearing beautiful name Angelica, at one time she was the founder of USL Mechanization (the reader can easily decipher USL as UniversStroyLux); she was subsequently replaced in this post by a certain Julia Malova, she is also the former founder and general director of CJSC Monolith and Glavremontstroy ... which received the debts of Universstroylux from large and respected banks! In general, the relationship between the Biryukovs and the Bank of Moscow is very reminiscent of a mutually beneficial symbiosis, in which only the then owner of the bank, the city of Moscow, was the victim. The same Glavremontstroy took a loan of 500 million rubles from the Bank of Moscow, calling the same magical Andrei Petrovich Biryukov (born in 1955 in the village of Stary Buzets, Kursk Region) as its guarantor. The unsecured loan, to the best of our knowledge, was never repaid.

Here it is appropriate to recall Yuri Luzhkov, in whose eyes half of all these entertainments took place! Later, recalling the activities of Biryukov, he said: “I had to do a lot for him on my own. In addition, there were also problems of a moral and ethical nature. Well, just like those hedgehogs that cried, pricked, but continued to eat the cactus.

The reputation of Pyotr Biryukov has long been known, and Sergei Sobyanin's brigade could easily refuse to cooperate with exemplary family man. Why this did not happen is a rhetorical question. Pyotr Biryukov is still in business, and the accomplishment of Moscow still rests on his tired but not broken shoulders. Renovation is ahead, which means there are many, many more playgrounds, parking lots, kindergartens and neat lawns. They don't change old buzzes at the crossing.
