But on March 20, the St. Petersburg Arbitration Court again revoked the university’s license, citing violations considered in court last September.

“We are stuck with the letter of the law,” says university rector Oleg Kharkhordin. “We cannot deny that some shortcomings were discovered last September. But we have taken vigorous measures to eliminate them, and the court still judges by these shortcomings. The judge refused to consider any new facts and ordered our license revoked."

The university intends to appeal the decision to the appellate court, says Kharkhordin. But if, as expected, the university is closed, it will have only one option: apply for a new license.

Others believe that this is a political attack on the head of the council of the European University, Kudrin, who is a longtime friend of Putin. Today, a constant topic of gossip is his return to the government to implement a program of liberal reforms.

Political scientist from Moscow High school economics Nikolai Petrov says that both may be true. But he is concerned that the closure of the European University could mark the beginning of a powerful attack on Western methods of teaching political science in Russian universities.

According to him, this is a Russian paradox, originating in the era of Peter I, and perhaps earlier. Kremlin leaders want to get from the West what it can give them in terms of technology, science and management knowledge, but they do not want its political ideas at all.

“The mood today is that higher education It’s good when it is connected with technology and specific science. Economics is also nothing. It is not yet possible to verify whether such a trend actually exists. But if this is so, significant changes await the Russian scientific and educational community. The official reason for this is the closure of the St. Petersburg House of Journalists for reconstruction, but the leadership of the Union of Journalists has already stated that it will not renew the lease agreement with the Institute of Regional Press.
