General provisions

219. The distribution of time in a military unit is carried out in such a way as to ensure its constant combat readiness and create conditions for conducting organized combat training of personnel, maintaining military discipline and internal order, educating military personnel, increasing their cultural level, comprehensive consumer services, timely rest and reception food.

The total duration of weekly service time for military personnel performing military service under a contract, except for the cases specified in paragraph three of this article, should not exceed the duration of weekly working time established federal laws and other regulatory legal acts Russian Federation. The length of service time for military personnel undergoing military service upon conscription is determined by the daily routine of the military unit.

Combat duty (combat service), exercises, ship voyages and other events, the list of which is determined by the Minister of Defense of the Russian Federation, are carried out if necessary without limiting the total duration of weekly duty time.

Military personnel undergoing military service upon conscription, as well as military personnel undergoing military service under a contract in military educational institutions vocational education, formations and military units of permanent readiness and training military units are provided with at least one day of rest weekly. The rest of the military personnel performing military service under a contract are provided with at least one day of rest weekly, but not less than six days of rest per month.

220. Rest days are provided to military personnel on weekends and holidays, and when they are involved in these days to perform duties military service rest is provided on other days of the week.

Military personnel performing military service under a contract (with the exception of military personnel specified in Article 221 of this Charter), involved in the performance of military service duties on working days in excess of the established duration of weekly service time, as well as for events carried out without limiting the total duration of weekly service time, rest is provided as compensation on other days of the week by the decision of the commander of the military unit (unit), taking into account the need to maintain combat readiness and the interests of the service.

If it is impossible to provide as compensation to military personnel undergoing military service under a contract, rest of the appropriate duration on other days of the week, the time of performance of military service duties on weekdays in excess of the established duration of weekly service time, on weekends and holidays, taking into account the time required for the military personnel to arrive at place of duty from the place of residence and back, as well as the time of participation in events carried out without limiting the total duration of weekly service time, are summed up and provided to the specified military personnel in the form of an additional day of rest, which can be added to the main leave. The specified time (in hours and days) is recorded by the unit commander in a journal, the accuracy of the entries in which is confirmed weekly by the signature of the serviceman.

Military personnel undergoing military service under a contract, participating in events that are carried out if necessary without limiting the total duration of weekly service time, at their request, instead of providing an additional day of rest, may be paid monetary compensation in the amount of salary for each additional day of rest required. Payment procedure and conditions monetary compensation are established by the Minister of Defense of the Russian Federation.

Information on the number of additional days of rest, payments of monetary compensation instead of providing additional days of rest added to the main leave, is submitted by the unit commander to the headquarters of the military unit.

221. Military personnel undergoing military service in formations and military units of permanent readiness, transferred in the prescribed manner to be staffed by military personnel undergoing military service under a contract, additional rest if they are involved in the performance of military service duties on working days in excess of the established duration of weekly service time, and participation in events held without limiting the total duration of weekly service time is not provided.

239. The procedure for the departure of military personnel undergoing military service under a contract outside the garrison on the territory of which they are serving is determined by the commander of the military unit based on the need to maintain combat readiness and ensure the timely arrival of these military personnel to the place of service, as well as taking into account the characteristics of the deployment military unit.

Military personnel undergoing military service upon conscription have the right to move freely within the location of the military unit and within the local garrison to which they were discharged from the military unit.

Military personnel undergoing military service upon conscription are prohibited from traveling outside the local garrison (except for cases of leaving on vacation or a business trip).

244. Dismissal of cadets from a military location educational institution professional education before concluding a contract with them for military service is carried out in the manner established for soldiers and sergeants undergoing military service upon conscription. Cadets, after concluding a contract for military service, as well as cadets who have the right to live in a dormitory, may remain outside the location of the military educational institution of professional education after training sessions and compulsory hours independent work, determined by the daily routine, up to 24 hours, family cadets - before the start of classes on the next school day.

Security of military service

General provisions

317. The safety of military service consists of maintaining in the regiment (unit) the conditions of military service and the procedure for its performance, ensuring the protection of personnel and each military serviceman individually, as well as the local population, their property and environment from exposure to hazardous factors of military service arising during daily activities regiment (unit).

The general conditions for ensuring the security of military service in a regiment (unit) are:

  • maintaining military discipline;
  • ensuring satisfactory moral, psychological and health status of military personnel;
  • security fire safety;
  • compliance with the internal rules determined by this Charter;
  • security social protection military personnel in accordance with the requirements of federal laws and other regulatory legal acts of the Russian Federation;
  • ensuring satisfactory sanitary and epidemiological condition of the regiment.

318. In order to ensure the safety of military service, by order of the regiment commander (Appendix No. 9), a permanent commission for the safety of military service is created, chaired by one of his deputies, which organizes the implementation of measures to ensure the safety of military service.

Responsibilities of the main officials military service security regiment

319. The regiment commander is responsible for the safety of military service in the regiment. In order to organize and constantly ensure the safety of military service, in addition to the duties of commanders (chiefs) set out in Articles 75 - 86 of this Charter, he is obliged to:

  • identify, analyze and predict dangerous factors in military service that pose a threat to military personnel, as well as the local population, their property and the environment when the regiment and its units carry out daily activities;
  • make a decision to ensure the safety of military service, which determines: measures to limit (neutralize) the dangerous factors of military service; security requirements when the regiment and its subunits carry out daily activities, taking into account the characteristics of the activities of personnel; a set of mandatory organizational and technical measures to ensure the safety of military service (Article 325 of this Charter);
  • set tasks for subordinate commanders (chiefs) to ensure the safety of military service, manage the work of the commission for the safety of military service;
  • carry out constant monitoring of compliance with military service security requirements during the daily activities of units (services);
  • determine in the regiment, on the basis of a standard list for the Armed Forces, a list of one-time (not related to the official duties of military personnel) work with increased danger and the procedure for their safe (accident-free) performance;
  • ensure the maintenance of weapons and military equipment, buildings, structures, equipment, as well as places where official and special duties are performed (workplaces) in a condition that meets the sanitary and safety requirements of military service; at least once every two years, organize certification in the regiment of places where military personnel perform official and special duties (workplaces) for their compliance with the conditions of military service in the manner determined by the Minister of Defense of the Russian Federation;
  • organize in accordance with the garrison plan for interaction with territorial authorities civil defense participation of forces and means of the regiment in the liquidation emergency situations natural and man-made in the area of ​​deployment, notification and, if necessary, evacuation of military personnel and members of their families, weapons, military equipment and other military property;
  • carry out the instructions of officials exercising control and supervision functions over compliance with federal laws and other regulatory legal acts of the Russian Federation on issues related to ensuring the safety of military service in the regiment;
  • organize an investigation of each fact of harm to the health of military personnel or a fact that entailed other grave consequences as a result of violation of the safety requirements of military service, and in the event of incidents and offenses related to the death of military personnel, their mass illness, injury to military personnel (wounds, injuries, concussions) with labor losses or damage to health (death) and property of the local population, the environment due to the fault of military personnel, personally participate in the investigation, bring the perpetrators to justice and take measures to eliminate violations of military service safety requirements;
  • comply with the procedure and deadlines for processing documents for the payment of insurance amounts and one-time benefits to military personnel and members of their families in cases provided for by the legislation of the Russian Federation.

320. Deputy regiment commanders, heads of military branches and services, unit commanders and their deputies, and other officials of the regiment (unit) are responsible for the safety of military service in subordinate units (services) in accordance with official, special duties and this chapter.

The specified officials who organize daily activities or manage their implementation (team leaders, senior or managers at the places of performance of official and special duties or at workplaces), directly when organizing and conducting each daily activity are obliged to:

  • clarify the dangerous factors of military service that may arise during the implementation of the event, and determine measures to limit (neutralize) them;
  • determine the procedure for organizing and carrying out activities of daily activities, appoint managers at the places where official and special duties are performed (at workplaces), performers and persons entrusted with monitoring their implementation;
  • ensure the creation of safe conditions for military service at each place of performance of official and special duties (at the workplace) and the supply of military personnel with the required means of individual and collective protection, therapeutic and prophylactic means;
  • Conduct personally (organize) classes to study safety requirements, including training personnel in safe techniques and methods of performing their official and special duties, as well as briefings;
  • Before carrying out daily activities, make sure personally that safe conditions have been created for this, that subordinates have mastered the safety requirements of military service communicated to them and have sufficient practical skills in their implementation, know the procedure for action in emergency situations and know how to provide assistance to victims;
  • to achieve compliance with the safety requirements of military service, to take measures to prevent death, injury (wounds, injuries, concussions), diseases of military personnel and civilians, and harm to the environment while monitoring their implementation; in case of detection of violations of safety requirements or in emergency situations, suspend the activities of daily activities, and hold persons who committed violations accountable in the prescribed manner;
  • ensure that, at the end of the daily activity, the place where it is performed (the workplace) is brought into order, as determined by the relevant manuals and instructions.

321. Each military personnel must strictly comply with the safety requirements of military service. For these purposes, he is obliged:

  • study safe methods and techniques for performing their official and special duties, be instructed in the safety requirements of military service, undergo internships at the place of performance of these duties, and also undergo inspections theoretical knowledge and practical skills to meet safety requirements;
  • correctly use personal and collective protective equipment, and, if necessary, be able to use therapeutic and prophylactic agents and provide first aid;
  • immediately report to your immediate commander (superior) about any situation that has arisen due to the fault of military personnel that threatens the life and health of military personnel, the life, health and property of the local population or harm to the environment, as well as about each fact of injury to him or other military personnel (wounds, injuries , concussion) when performing activities of daily living or about a deterioration in one’s health;
  • undergo medical examinations (examinations) in a timely manner.

Basic measures to ensure the safety of military service

322. The main measures taken in the regiment (unit) to prevent death, injuries (wounds, injuries, concussions) and reduce the incidence of military personnel are:

  • ensuring the psychological stability of personnel based on an analysis of their moral and psychological state, maintaining a satisfactory moral and psychological situation in military teams, creating conditions for psychological compatibility and prevention of violations of the statutory rules of relations between military personnel, crime prevention;
  • regular training of personnel to carry out activities of daily activities, studying before carrying out the necessary safety requirements of military service;
  • control over compliance by personnel with military service safety requirements;
  • prevention of death and injury (wounds, injuries, concussions), primarily among military personnel serving in military positions associated with an increased danger to life and health (periodic testing of their theoretical knowledge and practical skills in meeting military safety requirements services in the performance of official duties, mandatory medical examinations (examinations), including with the involvement of a psychiatrist);
  • carrying out sanitary and anti-epidemic (preventive) and other measures to protect the health of military personnel, provided for in Chapter 8 of this Charter;
  • maintaining high vigilance among personnel, ensuring strict compliance with the rules of daily duty duty, and other measures aimed at countering terrorism;
  • ensuring fire safety and rescue operations in accordance with Articles 327 - 334 of this Charter;
  • timely and full provision of the regiment with food, clothing, fuel and lubricants, components and materials for weapons and military equipment, other military property, resources and services provided;
  • household support for personnel (provision of barracks and housing facilities, trade and household services, bath and laundry services, water supply) in accordance with established standards;
  • interaction with authorities state power subjects of the Russian Federation and bodies local government on the implementation of social guarantees and compensations established by the legislation of the Russian Federation for military personnel;
  • other measures to prevent harm to the life and health of military personnel, taking into account the specifics of their activities.

323. The main measures taken in the regiment to prevent harm to the life, health and property of the local population are:

  • taking measures to exclude the use of weapons and military equipment in relation to civilian population, individual civilians and civilian objects, developed in accordance with the requirements of federal laws, military regulations and relevant manuals and instructions;
  • placement of potentially dangerous military facilities of the regiment outside sanitary protection zones settlements;
  • organizing interaction between the regiment command and local authorities in order to maintain friendly relations between military personnel and the local population;
  • informing the population about the restrictive measures established in the area where the regiment is deployed, agreed upon with local authorities.

324. The main measures for protecting the environment from threats arising during the daily activities of the regiment (unit) and for the rational use of natural resources are:

  • study of federal laws and other regulatory legal acts of the Russian Federation on environmental protection, environmental training and education of personnel;
  • prevention of environmental pollution in the area of ​​deployment and in other places where daily activities of the regiment (unit) are carried out;
  • restoration of the environment contaminated during the daily activities of the regiment (unit), as well as in the event of accidents;
  • rational use of natural resources (introduction of resource-saving, waste-free and low-waste technologies, land reclamation, rational use water resources etc.).

When developing and implementing these measures, it is taken into account that the requirements of the legislation of the Russian Federation on environmental protection, which must be observed during the placement, construction and operation of civilian facilities, fully apply to military facilities, weapons and military equipment, with the exception of emergency situations that prevent compliance such requirements.

325. In the regiment, in the course of various activities of military personnel, a set of organizational and technical measures can be developed and implemented to ensure the safety of military service, which include:

  • training military personnel to ensure the safety of military service;
  • preventing flight, road transport and other accidents involving weapons and military equipment, ensuring their safe operation;
  • ensuring nuclear and radiation safety of nuclear and radiation hazardous facilities;
  • ensuring chemical safety;
  • ensuring biological safety;
  • ensuring fire safety of weapons and military equipment, ammunition and explosives, other military property in places of their storage, and other potentially dangerous objects of the regiment;
  • ensuring the safety of weapons, ammunition and explosives;
  • ensuring electrical safety;

other organizational and technical measures to ensure the safety of various types of activities of military personnel, the operation of various types (complexes, systems) of weapons and military equipment and other additional measures.

326. Military personnel involved in cases established by federal laws and other regulatory legal acts of the Russian Federation to perform work not related to the performance of military service duties are subject to legal norms provided for other citizens performing the specified work.

Fire safety

327. Fire safety is a set of organizational and technical measures aimed at preventing the impact of dangerous fire factors on the personnel of the regiment, weapons and military equipment, ammunition and explosives in places of their storage, and on other potentially dangerous objects regiment, as well as to increase their survivability in emergency situations of a natural and man-made nature.

328. The basis for organizing fire safety in a regiment is the regimental fire protection plan approved by the regiment commander.

The regiment's fire safety plan is developed by the deputy regiment commander for rear services together with the chiefs of the regiment's services based on fire safety requirements (Appendix No. 14) and regulatory documents defining the features of fire safety in various military units and approved by the relevant commanders (chiefs).

An extract from the plan, including fire safety requirements in the regiment, calculation of forces and means involved in extinguishing the fire, and the procedure for evacuating personnel, as well as weapons, military equipment and other military property, must be in the documentation of the regiment duty officer.

329. In a regiment where a fire brigade or fire crew is not provided for by the staff, a non-staff fire brigade of 5 to 15 people is created, who, as a rule, are appointed from one unit.

A fire brigade is allocated from the team, which serves at fire posts around the clock or for a certain time according to the post report card approved by the regiment commander.

Fire brigade personnel are exempt from wearing other duties.

330. The regiment commander (head of the training ground) is responsible for compliance with fire safety requirements at the regiment’s location (at the training ground), as well as in the rest of the territory assigned to the regiment (training ground), and in all places where the daily activities of the regiment and its units are carried out. In the event of emergencies of a natural or man-made nature occurring directly at the location of the regiment or on the territory of a military camp, emergency rescue and other urgent work in the manner specified in Chapter 10 of the Charter of the Garrison and Guard Services of the Armed Forces of the Russian Federation.

331. The deputy regiment commander for rear responsibility is responsible for the organization and state of fire safety in the regiment. He is obliged:

  • organize training for personnel on fire safety requirements and training in their actions when extinguishing fires;
  • monitor and ensure timely compliance with fire safety requirements; at least once every three months, personally check the organization and state of fire safety of the regiment and conduct fire drills;
  • maintain, to the required extent, the readiness of the fire brigade, as well as units (teams) allocated for emergency rescue operations;
  • organize logistical support for the fire brigade;
  • ensure the availability of water supplies at all facilities in accordance with established standards, lightning protection devices and fire extinguishing means;
  • ensure the safety of heating and ventilation systems, electrical networks and household electrical installations, the serviceability of fire-fighting water supply networks, as well as compliance with regulations and other legal requirements of fire inspection officials;
  • organize telephone communication with the nearest city (garrison) fire brigade.

332. Commanders of units, heads of services, workshops, workshops, clubs, laboratories and other facilities are responsible for compliance with fire safety requirements in the units, services and facilities subordinate to them, as well as for the safety and maintenance of fire extinguishing equipment.

333. The chief of the fire brigade is directly in charge of ensuring fire safety in the regiment.

The head of the fire brigade reports to the deputy regiment commander for logistics. He is responsible for the constant readiness of the fire brigade, fire extinguishing equipment, training of regiment personnel in fire safety requirements and is obliged to:

  • know the specifics of the fire safety status of the regiment’s facilities, participate in the development of the regiment’s fire safety plan, as well as the necessary additional fire safety requirements;
  • conduct fire training classes with officers, warrant officers and foremen of regiment units; conduct explanatory work on compliance with fire safety requirements among personnel;
  • conduct classes on special training with the fire brigade and instruct the fire brigade;
  • carry out inspections of the fire safety status of all facilities and carry out daily monitoring of the compliance of personnel with established fire safety requirements and the performance of firefighting duties;
  • monitor the serviceability and proper operation of all fire extinguishing equipment, fire alarms, fire water supply sources and take measures to maintain them in constant readiness for action;
  • keep records of the technical condition of fire extinguishing equipment;
  • prohibit the use of faulty and fire-hazardous installations, heating devices, lighting and similar means;
  • promptly report to the deputy regiment commander for the rear about shortcomings in the organization of fire safety in the regiment, and about all cases of fires, fires and measures taken- immediately;

lead the fire extinguishing.

334. All military personnel are required to know and comply with fire safety requirements at regiment facilities (Appendix No. 14) and be able to handle fire extinguishing equipment.

When a serviceman detects a fire or signs of burning (smoke, burning smell, increased temperature, etc.), he is obliged to immediately take measures to call the fire brigade and extinguish the fire using all available means, as well as to save people, preserve weapons, military equipment and other military equipment. property.

PART THREE

General provisions

232. The distribution of time in a military unit is carried out in such a way as to ensure its constant combat readiness and create conditions for maintaining internal order, military discipline and education of personnel, conducting organized combat training for military personnel, increasing their cultural level, comprehensive consumer services, timely rest and reception food.

The total duration of weekly service time for officers, warrant officers, sergeants and soldiers performing military service under a contract should not exceed the duration of working hours established by the labor legislation of the Republic of Belarus. The duration and distribution of service time for military personnel are determined by the daily routine of the military unit and the service time regulations.

Combat duty, exercises, live firing and other events, the list of which is determined by the Minister of Defense, are carried out on any day of the week without limiting the total duration of duty time.

Officers, warrant officers and military personnel serving under contract are entitled to a five-day service week with two days off.

Conscripts, cadets and students of military educational institutions, training centers(educational military units) a six-day work week with one day off is established.

Activities directly related to the combat and mobilization readiness of a military unit are carried out by order of its commander at any time of the day.

Officers, warrant officers and military personnel serving under a contract, involved in the performance of military service duties at night, weekends and holidays, are given rest of the same duration on other days of the week by the decision of the commander of the military unit (unit), taking into account the interests of the service.

233. The distribution of time in a military unit during the day, and according to some provisions - during the week, is carried out by the daily routine and regulations of service time.



The daily routine in a military unit determines the timing of the implementation of the main activities of daily activities, study and life of the personnel of the units and the headquarters of the military unit.

The regulation of service time for officers, warrant officers and military personnel serving under a contract, in addition to the daily routine, establishes the timing and duration of their performance of the main activities arising from the duties of military service.

The daily routine and regulations of service time are established by the commander of a military unit or formation, taking into account the type of troops, the tasks facing the military unit, the time of year and local conditions. They are developed on academic year and can be specified by the commander of a military unit (formation) during combat firing, field trips, exercises, maneuvers, combat duty, service in daily outfit, guard duty and other events, taking into account the specifics of their implementation.

The daily routine of a military unit is in the documentation of the daily outfit, and the regulations for the working time of officers, warrant officers and military personnel serving under a contract are at the headquarters of the military unit and in subunits.

234. The daily routine should provide time for morning physical exercise, morning and evening toilet, morning examination, training sessions and preparation for them, changing special (work) clothes, cleaning shoes and washing hands before eating, eating, leaving for weapons and military equipment, educational and sports activities, informing personnel, listening to the radio and watching television programs, receiving patients at the medical center, personal needs of military personnel (at least one hour), an evening walk, verification and 8 hours of sleep.



The intervals between meals should not exceed 7 hours.

There should be no classes or work for at least 30 minutes after lunch.

Meetings, meetings, watching movies and other public events should end before the evening walk.

235. The regulation of service time for officers, warrant officers, and military personnel serving under a contract must provide for the time of arrival and departure from service, a break for meals (lunch), self-training (at least 4 hours a week), daily preparation for conducting classes and time for physical training ( total duration at least 3 hours per week).

When determining duty time regulations, the need for military personnel to perform official duties in accordance with the daily routine, as well as measures aimed at maintaining the military unit (unit) in constant combat readiness, is taken into account.

The regulation of service time during combat duty and daily duty service is determined by military regulations and relevant instructions.

Round-the-clock duty in a military unit and units of officers and warrant officers who are not included in the daily duty can be introduced only in exceptional cases for a limited time by the commander of a military unit.

236. Every week, a park and maintenance day is held in the military unit for the purpose of servicing weapons, military equipment and other material assets, re-equipping and improving parks and educational facilities, putting military camps in order and carrying out other work. On the same day, general cleaning of all premises is usually carried out, as well as washing of personnel in the bathhouse.

In addition, in order to maintain weapons and military equipment in constant combat readiness, military units are conducting park days with the involvement of all personnel.

Parking and maintenance days are held according to plans approved by the unit commander, developed by the headquarters of the military unit together with the deputy unit commanders for armaments and logistics. Extracts from the plans are communicated to the departments.

To manage work on park maintenance days, primarily for the maintenance of weapons, military equipment and ammunition, a minimum number of officers and warrant officers are appointed in order of priority.

237. Sundays and holidays are days of rest for all military personnel, except those on combat duty and daily duty duty. On these days, as well as in free time from classes, cultural and leisure activities, sports competitions and games are carried out with the personnel.

On the eve of rest days, personnel are discharged after watching concerts, films and other events 1 hour later than usual, and on rest days they rise at the hour set by the commander of the military unit.

On rest days, morning physical exercises are not carried out.
