This group of persons carried out concerted actions in order to mislead investors regarding the true liquidity and demand for the Shares. Ivlev Yu.L., LLC "GARANT ENERGO", LLC "Voronezhsbyt" and Raskopin D.V. as a result, more than 50% of the total volume of trading in the Shares was formed, which ensured the growth of their price in the indicated period of time from 1185 to 2000 rubles. a piece.

A number of transactions between the said persons that led to significant deviations in the parameters of trading in the Shares, in accordance with federal law dated July 27, 2010 No. 224-FZ “On countering the misuse of insider information and market manipulation and on amending certain legislative acts of the Russian Federation” are qualified as market manipulation.
At the same time, these actions of the above persons were not aimed at deriving income directly from transactions with the Shares on the Exchange.
Based on the results of the audit and in accordance with the explanations provided by the issuer of the Shares, the company was interested in increasing capitalization and increasing the volume of trading in the Shares in order to increase the listing level, which would allow attracting funds from private investors and would make it possible to invest pension savings in these securities to reduce debt load of PJSC GK TNS energo.
It should be noted that trading activity on the accounts of the above persons ceased during the period coinciding with the date of the Bank of Russia's first inquiries to PJSC GC TNS energo, which resulted in a significant drop in the price of the Shares.
Market manipulation is a gross violation of the requirements of the legislation of the Russian Federation, and also contrary to the rules professional ethics financial market participants.
